Hearing Loss Loud Noises

Does the noise in the loss of hearing in the headphones?
Ok, that sounded weird. Basically, if I walk down the street listening my headphones, I have to turn up louder to hear the music, thanks to cars and trucks passing. Does this have the same detrimental effect on my ear that convert music stronger than I was in a quiet room, like a library?
